Take Action: Guelph’s Arts & Culture Budget & Downtown Parking Changes

There are two important changes coming from the City of Guelph that 10C will be providing feedback on – these local issues will effect the 10C community – our members and collaborators may want to add their thoughts or actions to 10C’s.

Arts and Culture Impacts in the City of Guelph Budget

The Mayor’s 2026 draft Budget adjustments have led to scaling back museum and culture-related events. This includes removing “Movies in the Park,” the city’s role in “Doors Open Guelph”,  “Culture Days,” and the “Artist in Residence” program. These changes set back Guelph’s Culture Plans by years and contribute to a wider lack of local arts and culture programming.

Downtown Parking Lots

As noted in Guelph Today, as part of the budget changes, the City of Guelph is looking to introduce 24/7 paid parking in city-owned lots starting in 2026. This would replace the current 8 a.m. to 6 p.m. model that is in effect Mondays through Saturdays, with free parking on Sundays.

The change is included in the tax-supported service reductions in the draft 2026 budget, which was presented to council on Wednesday. This will have a huge impact on people coming downtown in the evening and for events on Sundays. It also comes in the context of years of major roadway reconstruction on Wyndham Street, MacDonnell, etc that will have a major impact on downtown Guelph in general. 10C’s position is that we should leave all parking available evenings and Sundays, and look for further methods to increase parking access.
